Timeline

Challenge consists of three phases from April to November 2019.

Phase 1 –
Concept Paper

 

 

The Concept Paper Contest invites all eligible contestants to submit concept papers; the Judging panel will evaluate each contestant’s proposed approach to ensure they demonstrate a clear understanding of the problem and the objective to securely store and then use authentication credentials on the SIM card for first responders. Contestants should include a materials list and make sure their plan uses existing SIM card standards and FIDO authentication standards.

April 3

Challenge Launch & Submission Period Opens
The Expanding the SIM Card Use for Public Safety Challenge launched April 3. Between April 3 and May 15, contestants are invited to learn about the challenge and submit a concept paper application.

May 22

Submission Deadline
Contestants must register and submit concept paper applications on Challenge.gov by May 22nd, 11:59pm ET.

May 23 – May 31

Submissions Review
Subject Matter Experts will review each submission to ensure the application complies with the requirements and the published evaluation criteria.

By June 3

Judging Panel Evaluation
Members of the Judging panel will make the final evaluation of the concept papers using the published evaluation iteria.


Phase 2 –
File Stored on SIM Card

 

 

Invited contestants will submit a detailed description of their methodology including: the code used for writing the file to the SIM; the file structure of the SIM, including the file location; access rules on the files; and source code/source code snippets of Java applets (optional). Contestants will then sign up for a recorded video webinar for a screen share with subject matter experts and members of the Judging panel to demonstrate their solution for the file storage on the SIM card’.

June 3 and 4

Proving a File can be Stored on a SIM Card and Challenge Kick-Off
Invited participants will attend a Challenge Kickoff webinar, currently scheduled for June 4, and will write a file to the SIM Card, later providing a detailed description of their methodology.

July 26

Detailed Methodology Submission Deadline
Invited participants must submit their detailed methodology summary and sign up for a video webinar and screen-share session by July 26 by 5 p.m. Mountain Time.

July 29

Video Webinar and Screen Share
During their webinar and screen-share session, contestants must demonstrate the following: their process to provision the file to SIM card; their process to store the file on the SIM card; and how they navigate through the SIM card file structure to the file’s location. Subject matter experts and members of the Judging panel may also ask questions of the contestants during the webinar.

Aug 14

Judging Deadline
Members of the Judging panel will make the final evaluation of the Phase 02 submissions using the published evaluation criteria.


Phase 3 –
Verified Authentication

 

 

Contestants will use their stored file on the SIM card in order to demonstrate how their mobile application, A) uses a credential stored on the SIM card and B) completes an authentication verified by FIDO2 service provider(s). The contestants will receive points for verified authentication by the FIDO2 service provider(s) and then will send their device for receipt by PSCR for final evaluation.

Aug 14

Mobile Application Development and Authentication Begins
Invited contestants will develop their mobile application that accesses a credential stored on the SIM card and authenticate to a FIDO2 service provider.

Oct 9

Invited contestants must send their mobile application along with source code, hardware device with SIM card, and instructions on how to use their solution to PSCR by October 9, 5 p.m. Mountain Time.

Oct 23

Judging Panel
The Judging panel will perform final evaluation of all contestants’ submissions and announce the winners!

* PSCR anticipates hosting the Challenge Kickoff Webinar on June 4th. Contestants who submit a concept paper will receive a tentative notice with the time and date of the Challenge Kickoff Webinar. However, only successful candidates from Phase 1 will be invited to the Challenge Kickoff Webinar.

How to Enter

Visit Challenge.gov to review the series of three contests in the Expanding the SIM Card Use for Public Safety Challenge. All contestants must participate and be invited to advance through each phase of the Challenge and to compete for the final prize awards.

Recommendations for potential contestants:

Visit the FAQ section of this website and submit any questions to the Challenge host at [email protected] by April 26.

Refer to the Official Rules on Challenge.gov for a complete set of eligibility requirements.

Remember they may submit only one concept paper that reflects their most promising solution.

Visit Challenge.gov and complete the submission requirements for the Concept Paper Contest; Contestants must register and submit concept paper applications on Challenge.gov by May 22nd.
